<= R0 = pointer to name of the current timezone
R1 = offset from UTC to current timezone in centi-seconds including DST if configured on
R2 = timezone within territory
Returns information on the current timezone.
The timezone within territory is as used with Territory_ReadTimeZones where a territory, such as the USA, spans more than one timezone. A value of -1 means the configured timezone CMOS is unrecognised in this territory.
If the API extension is not supported, R2 is preserved.
