In the pwe3 framework, PW is provided between the egree nodes. In this
case, full-mesh PSN tunnel and signaling session connections must be
established between pwe3 PEs, which leads to the issue of scalability,
especially the difficulty of cross-AS PW services. This document provides a
reflector-based VPWS network framework, and presents a solution that
provides cross-AS pwe3.
