This is a sprite file. I hope you know what sprites are, cause I'm not going to tell you.
The format of a sprite file is the same as the format of a sprite area in memory, except that the first word is missing.
Note that all the offsets in a sprite area are relative to the start of the area, and so all the offsets in a sprite file are relative to 4 bytes BEFORE the start of the file.
