This is a GIF (Graphic Interchange Format) picture (*.gif). You can use programs such as ChangeFSI, FYEO (and probably others) to view it. The file format, boasting a LZW-type (lossless) compression algorithm is © CompuServe, and can not encode pictures with more than 256 different colors. These reasons have encouraged improvement of the format characteristics into a free picture file format called PNG format (say ping).
Also, not so new on the Net, is the so-called 'Animated GIF', which is a GIF variant (ChangeFSI refuses them, at least version 0.95) storing several frames that can be replayed with a proper browser (Navigator, MSIE, Browse and perhaps Fresco). Animated GIFs can be created and replayed with Peter Hartley's Intergif and IGViewer.
