This is Mark Smith's ArcFS file format, based on Spark (and compatible to some extent). Still used by some because there's a freeware reader (dearchiver) acting as a filing system (you can run program in archives), but far-less powerful than SparkFS which allows read/write operations (at a slow pace) of ZIP deflate files, probably the world's most used archive format nowadays.
