This is a Compress file, that is to say, a highly-compressed version of a file (*.z). If you want to decompress it or compress a normal file into a Compress file, use for example Kai Schlichting's Gzip. Beware not to MOVE files around if you use this program a lot, as it will corrupt the original filetype (On RiscOS, the filetype is stored in the date stamp). Usually, you'll encounter compressed tar files on the Internet, so you'll have to get another program undoing the tar (As far as I'm concerned, I use SparkFS). Regarding compression ratios, Gzip is far better than Compress.
